Criminal Background Check
As part of your application for registration (individual or company), the VBA requires you to undertake a national police check. This is done through Australia Post.
All our staff are required to complete a police check for company registration applications. We check and make sure that our staff have provided information that is correct and current.
Compliance Checks
A key function of the VBA is to supervise and monitor the conduct and ability of licensed and registered plumbers to practise. This ensures compliance with the Building Act 1993 and associated legislation.
We comply with the following checks to ensure plumbing work complies with relevant plumbing laws: Proactive Inspections Program and Plumbing Audit Program.
Registered
For each class of plumbing that you are registered in, you: are lawfully able to carry out that plumbing work must comply with the relevant standards for that class and the Regulations must have a licensed plumber for that class sign off compliance certificates for work that you carry out over the value of $750.
Codes & Standards
The Victorian Building Authority (VBA) regulates Victoria’s plumbing practitioners and plumbing work.
The three key documents which form the plumbing regulatory framework in Victoria are:
- the Building Act 1993 (the Act)
- the Plumbing Regulations 2018 (the Regulations), and the
- National Construction Code, Volume 3 (Plumbing Code of Australia, PCA)

The Victorian Building Authority (VBA) regulates plumbers, plumbing work and plumbing standards. To lawfully carry out plumbing work in one or more of these classes in Victoria, you must be one of the following: licensed in the class registered in the class (or hold provisional registration in the class) be in training under the supervision of a licensed plumber.
Insurance
As specified in the Building Act 1993, all licensed plumbers must provide evidence to the VBA that they hold the relevant insurance before the VBA will issue or renew a plumbing licence.
