Customer report
The customer reported a higher-than-usual water bill and requested a pressure check at the East Melbourne property. The customer supplied images prior to attendance. During the visit, the customer advised that he was a tenant and would pass any further quoted works to the property owner for approval.
Diagnosis & Technical Assessment
The job was to investigate increased water usage and assess system pressure. Pressure testing started on the waterline using the existing front garden tap as the test point. During setup, the tap was identified as leaking, affecting test stability and requiring replacement before accurate readings could be observed.
Following the installation of a new garden tap, pressure testing was conducted and monitored for 15 to 20 minutes. During this time, the pressure reading dropped slightly. This observation indicated either a possible leak within the system or a minor expansion within the pipework during testing conditions.
The recorded system pressure was slightly above 500 kPa. This exceeded the threshold specified in AS/NZS 3500.1:2021 clause 3.3.4, which sets the maximum allowable static pressure at outlets. This assessment, therefore, identified two separate conditions: a failed garden tap requiring replacement and elevated water pressure requiring further control measures.
All work was completed in accordance with the Victorian Building Authority (VBA) regulatory framework.
Solutions delivered
The completed work involved removing and replacing the leaking front garden tap with a new male 15mm garden tap. This action was required to establish a stable and functional test point for pressure assessment, as the existing tap was leaking during initial testing.
Once replaced, pressure testing was carried out over a 15 to 20 minute period to observe system behaviour. Based on the results, two additional works were identified but not completed during this visit. Leak detection was recommended due to the observed pressure drop during testing. A pressure-limiting valve was also quoted, as the system pressure was measured slightly above 500 kPa.
These recommendations were documented and provided to the customer for the property owner’s review and approval before proceeding.
Tools, Parts & Systems Used
- Garden Tap – Male 15mm
- Waterline pressure testing
- Water supply system
Outcome & Results
The leaking front garden tap was replaced, and pressure testing was completed at the property. Testing identified system pressure above 500 kPa and a minor pressure drop over time, leading to further recommended works for leak detection and pressure regulation.
All work was carried out in accordance with relevant Australian Standards and safety requirements.
Repair vs Replacement
When a tap used as a testing point is leaking, replacement is often required before accurate pressure assessment can proceed. In this case, replacing the garden tap allowed testing to continue under stable conditions and ensured that results reflected the broader system rather than a localised fitting fault. Once isolated, further findings, such as pressure variations and elevated system pressure, can be assessed independently. This approach supports staged decision-making, resolving immediate faults first, followed by targeted investigation or system upgrades where required.
